The Specialty Programs Liaison performs duties related to the support of care coordinators, supervisors and managers with accessing Multi System Youth Funding (MSY),1915c Medicaid waivers, or Prior Authorizations for Psychiatric Residential Treatment Facilities (PRTF) and other specialty areas within the OhioRISE program. The Specialty Programs Liaison will serve as the internal subject matter expert and will remain focused on increasing the skill level of care coordinators and supervisors while also directly working with child family teams, Aetna, and The Ohio Department of Medicaid. This position will track and monitor applications and renewals to ensure quality and compliance standards are met. This position must reside in one of our CME service counties or a county contiguous to these which includes: Coshocton, Fairfield, Guernsey, Morgan, Muskingum, Noble, Perry, Washington, Athens, Fayette, Gallia, Jackson, Highland, Hocking, Meigs, Pickaway, Pike, Ross, or Vinton.
Essential Functions
- Promotes a culture of team member recognition and creates an atmosphere of teamwork with Child Family teams, within the department, agency, and with stakeholders
- Serves as the subject matter expert for the program on MSY, 1915 (c) waivers, and PRTF applications.
- Acts as a liaison between ISBH and Aetna and The Ohio Department of Medicaid for questions and follow up for MSY applications, 1915c Medicaid waivers, and Prior Authorizations for PRTF applications
- Engages with the Child and Family Team at the request of a Prior Authorization for a PRTF placement. Completes the Prior Authorization through collaboration with the team and obtaining additional clinical documentation and sharing with identified providers. Continues to support the team, supervisors, and managers in support of the PRTF placement through discharge.
- Supports the Child and Family Team at the request of an out of home placement and/or need for Multi System funding. Assists as needed with the completion or review of MSY applications to ensure all necessary information has been obtained and applications are thoroughly completed prior to submission.
- Supports the Child and Family Team, supervisors, and managers with understanding, accessing, documenting, and monitoring 1915c waiver requirements
- Tracks requests, updates, renewals, and deadlines to ensure documents have been completed and submitted in accordance with quality and compliance standards
- Assists managers with chart and documentation audits and identifies opportunities for additional training and support for care coordinators
- Provides advanced and/or complex care coordination services as needed
- All other duties as assigned
Minimum Requirements:
- Bachelor’s/master’s degree in social work, education, counseling, psychology, or another related field preferred.
- LSW/LPC required.
- Three years of experience providing coordinated supportive services/care coordination services.
- Previous supervisory experience preferred.
- Experience working in the behavioral health field required, preferably experience working with multi-system youth, or individuals with autism and/or developmental disabilities.
- Working knowledge of local, state, and federal regulations for services for behavioral health, developmental disabilities, and autism.
- Knowledge of high-fidelity wraparound services preferred (training provided post-hire).
- Excellent communication skills, both oral and written, demonstrating professionalism with children, youth, families/caregivers, and colleagues, and partners.
- Excellent organizational skills with the ability to stay focused
- Ability to prioritize multiple tasks
- Demonstrated clinical knowledge of children with co-occurring developmental disorder and complex behavioral health issues
- Experience working within Electronic Health Record systems
